Dr. Virgel C. Binghay is a distinguished expert in human resource management, organizational development, and industrial relations, with over 40 years of experience. He has provided strategic interventions to 400+ organizations and trained thousands of executives, managers, and professionals across sectors. Currently, Binghay is a Full Professor and Director of the Center for Industry Productivity and Competitiveness at the School of Labor and Industrial Relations, University of the Philippines Diliman, where he also serves as the Quality Assurance Officer. He teaches graduate courses in HR and industrial relations, conducts research, and provides consulting in his areas of expertise.
He is an Arbitrator of the Department of Labor and Employment, handling land-based and maritime labor disputes. He is also a Co-Investigator for Fairwork by Oxford University. He has authored multiple books and published in refereed journals while serving as a peer reviewer. He is also a sought-after speaker at international conferences on HR and industrial relations across continents Previously, Binghay held leadership roles in corporate HR and labor relations, including Vice President for Corporate Planning and HR at a multinational firm.
A recipient of numerous awards and grants, he is a member of professional organizations, including the ASEAN Human Development Organization, the Philippine Association of Voluntary Arbitrators, and Pi Gamma Mu (International Honor Society in Social Sciences).

Currently, he serves as the Managing Director of ePrivacyNow, an organization that provides training and consulting services focused on recovery project management, business continuity planning (BCP), disaster recovery (DR), data privacy, and cybersecurity. He also advises Meralco on digital transformation efforts. His previous roles include serving as the local CIO for Hong Kong and Indonesia at Sun Life Financial, Head of PMO/GRC Lead and Assistant GM at TELUS International, Product Development Director at GFI Software / Threattrack Security.
